One of the nation's leading experts in constitutional law, Professor Gerhardt is the Samuel Ashe Distinguished Professor of Constitutional Law at the University of North Carolina School of Law and Director of the UNC Center on Law and Government. He has testified before Congress more than a dozen times, and served as the only joint witness in the Clinton impeachment proceedings in the House. Among the procedures discussed will be the applicable burdens of proof in the House and Senate, their distinct responsibilities, whether rules of evidence apply, and what, if any, particular procedures Congress must follow in exercising their powers in this area. A light reception will follow the program.
